- updated create-next-ptb.pl script, to also create a PTB-INFO-xx file, that contains all the information provided with the new timestamps -> PTB-INFO files are available at publictimestamp.org/ptb-info
-> the 2 files PTB-INFO-309 and PTB-INFO-310 are (almost) empty files without correct information. Since PTB-INFO-311 all required information is included and the PTB-INFO files are created correctly.

- server: addTimestamp now checks if same file already got ptid, and returns the existing one, only new ptid_info and new transmit gets created then.
