Open is Sovereign: A Vision for Europe's Digital Future

LF Research and the TODO Group, in partnership with CNCF, FossID, and FinOps, are excited to announce the 8th annual report on the OSPO! Download the report to read the complete findings on how OSPOs are maturing, their growing roles, their impact on software contributions and quality, and how to overcome key barriers.
Drawing on 25 years of venture data from 800 VC-backed startups, LF Research, COSSA, and Serena produced this report showing that commercial open source software consistently outperforms closed source peers in valuations, funding, and outcomes. As AI, data infrastructure, and digital sovereignty reshape the software landscape, open source is emerging as both a competitive advantage and a core pillar of future business strategy.
LF Research and Open Mobile Hub partnered in 2025 to examine shifts in the mobile app ecosystem since the 2023 study. Interviews with over 20 subject matter experts revealed that the old model of native app development is being overtaken by cross-platform development, but important gaps remain in the support for more platforms and services.

- ASWF Dev Days is coming up Sept. 25! Our 24-hour virtual hackathon encourages both new contributors and seasoned developers to pick a task from an Academy Software Foundation project that can be completed in one day.

- Unlocking Energy Savings in Telecom Networks: A Path to a Sustainable Future.
Learn about the increasing demand for power in today’s telecom networks and the critical challenges and opportunities in reducing energy consumption and minimizing carbon footprint. - Community Member Profile – Woojoong Kim. Woojoong is a Senior Software Engineer at Microsoft in California and has been actively contributing to the Aether project since it began in 2020. He has been engaged in multiple sub-projects related to Aether including the Aether 4G/5G platform, SD-RAN and Project Pronto. Some of his significant contributions in building elements of Aether included the integration of COMAC and M-CORD into the Aether platform, e.g., deploying core network functions, RAN functions, and edge applications.

- Aurora’s DAOS and Lustre Excel in MLPerf Storage Benchmark for Large-Scale AI
MLCommons has announced the results of MLPerf Storage v2.0, a benchmark focused on evaluating how storage systems perform under the demands of large-scale machine learning workloads. Among the submissions, the U.S. Department of Energy’s (DOE) Argonne National Laboratory contributed results from its Aurora supercomputer, demonstrating the strengths of its DAOS and Lustre file systems in supporting the intense I/O requirements of modern AI training.

Enabling Linux in Safety Applications (ELISA) Project
- Highlights from the ELISA Project at the Open Source Summit Europe 2025:
- The ELISA Project wrapped up an exciting week at Open Source Summit Europe 2025 in Amsterdam, where developers, safety experts, and open source contributors came together to explore the future of Linux in safety-critical systems. As a Bronze Sponsor and an active participant in the Safety-Critical Software Summit, ELISA showcased its work through booth demos and technical talks.
- At Booth #29, attendees connected with project members, explored ELISA’s latest tools, working group initiatives, and processes, and discovered how Linux can power safety-critical systems across automotive, industrial, medical, and other domains. LF Decentralized Trust
- An article in Business Times on Vietnam's growing focus on developing blockchain-based national infrastructure and digital asset services highlights NDAChain, a decentralized and permissioned blockchain, built using Hyperledger Fabric, an LF Decentralized Trust project, that works hand in hand with the country's National Data Centre.
- Biometric Update reports that as part of its launch a new SSI digital identity platform built to run on Hedera, The Hashgraph Group is working to open-source SDKs related to the platform through LF Decentralized Trust’s Hiero so developers can build applications for the platform.
- Pakistan announced plans to work with Japanese blockchain technology company Soramitsu to launch a CBDC pilot, based on LF Decentralized Trust’s Hyperledger Iroha, by the end of 2025.
- Deployment news continues across Brazil with this story from EconomiaS/A on a waste management transparency platform built with Besu and the Cointelegraph Brasil piece covering the launch of a Hyperledger-Fabric based solution for validating the energy efficiency of household appliances.

- LF Energy Summit comes to North America for the first time on October 3 in Montreal! Learn more about this event and how it can help you understand the impact of open source technologies and standards on the energy transition.
- LF Energy partnered with LF Networking to release an updated version of our “Software-Defined Vertical Industries: Transformation Through Open Source” report. This free white paper analyzes how vertical industries, including energy, have become increasingly software-defined thanks to open source technologies.
- LF Energy member Pionix has contributed key components of its proprietary product, BaseCamp, to strengthen the EVerest open source stack for EV chargers.
- The LF Energy OpenDSM project announced the completion of a new hourly modeling framework for OpenEEmeter, designed to deliver faster, more accurate, and more flexible energy consumption predictions, especially for customers with solar PV.
LF Networking
- LFN recently announced the formation of the new Duranta project, built off OpenAirInterface (OAI) community software to strengthen Open RAN ecosystems with neutral governance, structured support, and expanded collaboration between research and global communities. This furthers integration of Open RAN into the Open end-to-end Networking stack, a critical component in the deployment of Open Source RAN, including CU/DU.
- LFN’s Essedum, an open source project focused on accelerating the integration of AI data, models, and applications for the open networking industry, issued its first release. V1.0 marks a foundational step towards integrating AI into networking environments by enabling an end-to-end AI pipeline creation. Learn more here.

- The insurance industry has long struggled with fragmented data — every carrier, regulator, and service provider using its own formats, slowing down compliance, innovation, and collaboration. That’s where openIDL and openIDS come in. Learn more about how openIDL and openIDS fit together.
- Recently the openIDS Homeowners Working group got to work on the Residential Structure Model. The Residential Structure Insurable Object Template provides a structured way to capture detailed information about an insured risk. In insurance, an “insurable object” is any item covered (or excluded) in a policy. By defining this model for residential structures, we are creating a common framework for insurers to record and analyze critical details about homes, their conditions, and their exposures.
- The openIDS Residential Structure Model (Draft) is Live. We’re pleased to make available for review the first openIDS data standard, built around an insurable object (a residence) and aligned with core insurance records. - GeoDa AI has joined OpenJS as part of the Open Visualization Collaboration Space. The project brings open source spatial analysis tools to researchers, nonprofits, and communities working on housing, health, crime, and environmental challenges.
- Registration is open for Node-RED Con 2025, taking place online on November 4. The event will feature talks on industrial applications as well as creative projects. Attendance is free.

- Successful week at Open Source Summit Europe & OpenSSF Community Day 2025.
- From August 25-28, 2025, the open source security community gathered in Amsterdam for Open Source Summit Europe and OpenSSF Community Day Europe. Over four days, developers, maintainers, policymakers, and security leaders explored the future of open source security through keynotes, sessions, demos, and workshops.

Highlights included discussions on regulatory readiness, secure build pipelines, SBOM accuracy, and AI/ML integrations, along with live demos and Ask Me Anything sessions at the OpenSSF booth. OpenSSF Community Day featured more than two dozen sessions, keynote insights, and a Tabletop Exercise simulating a real-world incident response. It also celebrated the Golden Egg Awards, honoring Ben Cotton, Kairo de Araujo, Katherine Druckman, Eddie Knight, and Georg Kunz for their leadership and dedication to securing open source.

Looking ahead, OpenSSF will continue its European engagement this fall at the Linux Foundation Europe Member Summit (October 28) and the LF Europe Roadshow (October 29) in Ghent, where it will host the CRA in Practice: Secure Maintenance track. On October 30, OpenSSF will co-host the European Open Source Security Forum with CEPS in Brussels, uniting open source leaders, policymakers, and security experts. - 2025 P4 Workshop - October13th
- The agenda for the 2025 P4 Workshop was recently announced and includes keynotes by Krishna Doddapaneni (Corporate Vice President, AMD Pensando) and Mina Tahmasbi Arashloo (Assistant Professor, University of Waterloo), along with live talks by P4 community members from Cisco, Google, Intel, XDPnet and XSight Labs. Additional pre-recorded talks will be released on the day of the event.
- The P4 Workshop is an annual event that provides an opportunity for the P4 community to share knowledge, insights and experiences, and facilitate collaboration. This year, the workshop is a hybrid event with the in-person portion taking place on October 13th in conjunction with OCP Global Summit (registration for the P4 Workshop is included with OCP Global Summit registration for no additional fee). - P4 Developer Days - Mechanizing the P4 Language Specification with P4-SpecTec. September 10th 4:00 pm PST | September 11th 8:00 am KST.
- The P4 language has four main representations of its syntax and semantics: the official specification, formalizations, implementations, and a test suite. While the four representations are intended to consistently define the P4 language, they often diverge, as each is managed by different parties and evolves at a different pace. This lack of alignment complicates both specification evolution and compiler maintenance.We present P4-SpecTec, a mechanized specification infrastructure for the P4 language. From this single source of truth — the mechanized specification — we aim to generate multiple backends, such as a type checker, interpreter, test suite, and specification document, in a consistent and automated manner.
