YOKOHAMA, July 29, 2026 — KubeCon + CloudNativeCon Japan — The Linux Foundation, the nonprofit organization enabling mass innovation through open source, today simultaneously released the English and Japanese editions of its 2026 State of Tech Talent Japan report.
The report’s findings demonstrate that artificial intelligence (AI) is acting as a strong net driver of job creation in Japan's IT sector, with a projected hiring growth of 54% for 2026. The report also emphasizes that Japan’s primary obstacle to realizing AI value is not the technology itself, but a broader full-stack readiness challenge. This challenge is driven by a lack of infrastructure skills and staffing shortages in DevOps, CI/CD and site reliability engineering (SRE) fields – all of which fall significantly below global averages. In response to this severe skills gap, Japanese organizations are deploying a unique strategy that prioritizes continuous investment in upskilling existing employees rather than relying solely on external hiring.
"Japan has never lacked technological ambition, yet we have faced a persistent shortage of IT talent. This latest report offers reassuring news: AI is driving domestic hiring growth at nearly double the global rate, highlighted by a unique strength, organizations heavily investing in upskilling existing staff," said Noriaki Fukuyasu, VP of Japan Operations, Linux Foundation. "At the same time, the rapid advancement of AI has made sovereignty, including sovereign AI, infrastructure, and data, an operational imperative rather than an aspiration. Securing the specialized talent required to control our technology stack is urgent, and the Linux Foundation is dedicated to supporting the community to close these critical talent gaps."
AI Is Driving Significant Growth in Japan’s Tech Talent Demand
Despite media attention pointing to AI as a reason to reduce headcounts, data from this report shows that AI is acting as a powerful driver of job creation across Japan’s IT industry – especially when compared to the rest of the world.
The report found:
- Japanese organizations are increasing their hiring due to AI, with projected net hiring effects of nearly +50% in 2025, +54% in 2026, and +35% anticipated for 2027, significantly outpacing the global averages of +20%, +26%, and +18%, respectively.
- The share of Japanese organizations expecting AI to reduce headcount is projected to decline from 16% in 2025 to just 3% in 2027, in contrast to the global trend (13% in 2025 to 22% by 2027)
- In contrast to the rest of the world, Japan is experiencing a significant net hiring boost for entry-level technical roles, with a 46% increase, underscoring the opportunities that abound for those that are newer to the workforce, even in the AI era.
The Main Obstacle to AI Value is Inadequate Infrastructure and Readiness
The greatest challenge to realizing value from AI is not the cost of the technology itself, but the infrastructure, talent, and operational capabilities required to deploy and manage it in production.
The report found:
- Dedicated AI hires exist in only 13% of Japanese organizations, compared with 53% globally.
- Understaffing in DevOps, CI/CD, and site reliability is high, with only 18% of Japanese organizations maintaining dedicated staff in these areas.
- Significant skill gaps persist, as 52% of organizations indicate inadequate capacity in AI operations and monitoring, while 49% report deficiencies in AI security and risk management.
- 29% of Japanese organizations cite inadequate infrastructure skills as their main hurdle to realizing AI's value, signaling a broader struggle with full-stack readiness.
Upskilling Key to Scaling AI, Modernizing Infrastructure
To address full-stack readiness challenges and persistent skills gaps, Japanese organizations are prioritizing internal talent development over external hiring.
The report found:
- 54% of respondents indicated that the primary strategy for tackling technology talent shortages is to hire inexperienced professionals and provide them with upskilling opportunities.
- Japanese organizations are over nine times more likely to upskill existing employees than to hire externally across strategic technology domains.
- Onboarding newly hired technical staff takes an estimated 81% longer than upskilling existing employees, while 46% of new hires leave within six months.
- Upskilling is preferred over hiring due to its benefits for staff retention, quicker time to productivity, improved quality of work, and enhanced understanding of business context.
Conducted annually by LF Research and LF Education teams to assess the technical talent market, this year’s study surveyed 400 professionals responsible for hiring, training, and managing tech talent.
