Open Source as Europe’s Strategic Advantage

The European open source ecosystem is in transition, with widespread adoption but uneven organizational maturity, as many companies use OSS without formal strategies or OSPOs, and C-suite recognition of its strategic value still lags. Now in its fourth year, the 2025 Europe Spotlight report explores this state of OSS and where the opportunities lie for the community.
 
Despite acknowledging benefits like productivity and reduced vendor lock-in, few companies invest directly in sustaining OSS projects, though those that do report strong returns, pointing to untapped potential.
 
Governments and industries increasingly see OSS as a lever for digital sovereignty, collaboration, and innovation, with initiatives like Germany’s Sovereign Tech Agency and the EU’s Cyber Resilience Act reshaping investment and security priorities.
 
Looking ahead, Europe’s focus lies in building OSS alternatives to tech monopolies, scaling open source AI, and investing in digital public goods, with the ecosystem shifting from passive consumption toward active engagement and long-term sustainability.
